Langerholc Defends Rural PA, Votes to Reign in Regulations, Stop RGGI Overreach

I reaffirmed my commitment to rural Pennsylvania by voting in favor of Senate Bill 6 and Senate Bill 1068, two key measures that promote government accountability, protect jobs, and safeguard local economies from harmful regulations.

I also delivered remarks on the Senate floor criticizing the governor’s continued neglect of rural Pennsylvania, citing the administration’s decisions to close SCI Rockview and the Quehanna Boot Camp as examples of how the administration has turned its back on rural communities.

Rural Pennsylvania has once again been forgotten by this administration. The closure of SCI Rockview and the Quehanna Boot Camp will devastate working families and weaken the very communities that serve the Commonwealth. Meanwhile, the Governor continues to push costly regulations like RGGI (Regional Greenhouse Gas Initiative) that destroy family-sustaining jobs and drive-up energy costs.

Senate Bill 6 expands on the successful Streamlining Permits for Economic Expansion and Development (SPEED) program by making it applicable to all state agencies. The legislation also enhances permit transparency and oversight by requiring agencies to develop an accessible online tracking system that allows applicants to monitor the status of their permit applications.

Senate Bill 1068 repeals the Regional Greenhouse Gas Initiative (RGGI) regulation, which threatens Pennsylvania jobs and has resulted in increased energy costs for families and businesses, particularly in rural and energy-producing regions.

I will always stand up for our rural communities, for the families, workers, and small businesses that form the backbone of our Commonwealth. The people I represent want government to work with them, not against them. Rural Pennsylvania deserves better.

Both Senate Bill 6 and Senate Bill 1068 now advance to the House of Representatives for further consideration.

Committee Approves Langerholc Bill to Create Career Opportunities for Individuals in Recovery

My legislation to help individuals in recovery from substance use disorder secure and sustain meaningful employment was approved by the Senate Labor and Industry Committee this week.

Senate Bill 69 would establish the Recovery to Work Pilot Program to connect individuals in recovery with high-priority occupations through Pennsylvania’s local workforce development boards.

Steady, meaningful employment is critical to long-term recovery because it provides structure, stability and a renewed sense of purpose. This legislation moves people away from government dependency and empowers them to become active, productive members of their communities. We’ve lost far too many lives to the heroin and opioid crisis, and we must continue to offer a pathway forward.

The pilot program would be administered by the Department of Labor and Industry in collaboration with various state agencies and local workforce development boards.

Local workforce development boards would coordinate with the treatment and recovery community, local employers, apprenticeship programs and training providers to develop job training and employment opportunities tailored to local needs.

I have long championed the Recovery to Work initiative, introducing it in multiple legislative sessions. The Senate has passed this legislation in three prior legislative sessions. Senate Bill 69 advances to the full Senate for consideration.

10th Induction of Cambria County Military Hall of Fame Ceremony

It was an honor to speak at the 10th Induction of the Cambria County Military Hall of Fame Ceremony, which honored the following inductees:

License Plate Replacement Event in State College

I hosted a License Plate Replacement Event for damaged and hard to read license plates in State College. I will be hosting another event next week in Curwensville. Damaged plates have peeling, blistering, discoloration, or a loss of reflectivity, and are unreadable from 50 feet away.

Stop by to have a police officer determine if your plate needs replaced and to help with the appropriate paperwork. This service is free, and my staff will submit the paperwork to PennDOT for you!

The event will be held on Wednesday, October 29, from 4:00 p.m. to 6:00 p.m. at the Curwensville Civic Center, 11 Stadium Drive in Curwensville. If you have any questions or cannot attend the event but need your plate replaced, please contact my office at 814-765-0555.

Senate Approves State Budget that Funds Essential Services Without Raising Taxes

For the second time this year, the Senate approved a state budget that respects taxpayers and protects the financial stability of our commonwealth while ensuring that counties, school districts and other state government partners receive needed funding.

The amended budget bill, Senate Bill 160, totals $47.9 billion, a responsible spending level that continues to meet the Senate Republican requirement of imposing no tax hikes on Pennsylvania families and ensuring Pennsylvania’s credit rating remains strong.

Leading by example, the Senate budget plan includes a 5% cut in spending for the General Assembly, reflecting the Senate Republican priority of right-sizing legislative spending. It’s past time for the House of Representatives to follow suit and bring this impasse to an end.

Auditor General’s Activity Book Contest Accepting Submissions

Pennsylvania students in grades K-12 are invited to help the state Auditor General’s office design the cover of its new Be Money $mart activity book.

The book will include coloring pages, word searches, word scrambles, crosswords and budgeting sheets – all focused on financial literacy. The deadline to submit a design online is Oct. 31.  

The winner’s artwork will be featured on the cover of the new activity book and recognized at the PA Farm Show, and will win their school a visit from Auditor General Tim DeFoor. The activity book will be distributed statewide through libraries, YMCAs and credit unions.

Assessing Your Personal Breast Cancer Risk

I joined my colleagues in the Pennsylvania Senate to Rock the Ribbon this week in support of the PA Breast Cancer Coalition’s statewide breast cancer awareness campaign!

The pink ribbon is a symbol of hope, strength and solidarity in the fight against breast cancer. It reminds us to support those affected, promote early detection and raise awareness about the importance of knowing your risks.

Upcoming Clearfield and Centre County Veterans Breakfast

I will be hosting my annual Veterans Appreciation Breakfast for veterans in Clearfield and Centre counties next week!

The breakfast will be held on October 30, 2025, at Clearfield VFW Post 1785! The doors will open at 8:00 a.m. and breakfast will be served at 8:30 a.m.
