Legislation to Protect Children Online

Alongside Sens. Tracy Pennycuick and Scott Martin, I introduced bipartisan legislation creating the Task Force on Child Protection in the Digital Age, a new statewide effort to ensure Pennsylvania’s laws keep pace with rapidly evolving technology and the risks it poses to children.

Senate Resolution 244 directs the Joint State Government Commission to convene a task force that meets at least once every two years to review statutes, evaluate emerging technologies and identify gaps in Pennsylvania law related to child protection in digital spaces. The task force would issue regular reports and recommendations to the General Assembly for legislative action.

The Senate also recently approved Senate Bill 1050, which would strengthen reporting requirements for AI-generated CSAM, and Senate Bill 1090, which would establish commonsense safeguards for AI chatbots accessible by minors.

As advancements in technology occur at an unprecedented pace, we must ensure that our children are protected from the risks that can emerge online. By working together, we can strengthen our commitment to safeguarding every child’s well‑being while recognizing the urgency of today’s digital landscape.

Pennsylvania Anti-Human Trafficking Caucus

I joined colleagues from the Pennsylvania Senate and House, as well as representatives from anti-human trafficking organizations, for a press conference in Harrisburg this week announcing the formation of the Pennsylvania Anti-Human Trafficking Caucus. This bipartisan, bicameral group of legislators will work to combat human trafficking in Pennsylvania through education, advocacy, and facilitating the passage of anti-human trafficking legislation. Watch the press conference here.

PA FFA Legislative Breakfast

This week, I had the opportunity to attend the annual Pennsylvania FFA Legislative Breakfast and meet with students from the Clearfield Area School District and Moshannon Valley School District FFA chapters.

Visitors to Harrisburg

I had the honor of introducing Cambria County Coroner Jeff Lees and Bedford County Coroner Russell Styer on the Senate floor.

It was a privilege to meet with students from the Moshannon Valley School District FFA and their advisor Sara Lang in Harrisburg this week.

I also met with representatives from BAYADA Home Health Care Laurel Highlands to discuss the challenges of home healthcare and hospice care across the Commonwealth.

Preventing Scams Against Seniors

On April 7 at the Frank J. Pasquerilla Conference Center in Johnstown, we will be hosting a seminar with the Pennsylvania Attorney General’s Office to go over the top 10 scams targeting seniors and how to prevent them. To RSVP for this event, please call my office at 814-266-2277 or visit senatorlangerholc.com/scams-seminar-registration.

Workers’ Compensation for First Responders

The Senate approved legislation to ensure volunteer fire and EMS personnel are covered by workers’ compensation if they are injured while participating in the fundraising activities essential for covering the costs of providing public safety.

The bill was sent to the House of Representatives for consideration.

Giving Farmers More Vehicle Flexibility

The Senate approved a measure giving farmers greater flexibility to safely drive more farm vehicles on roadways at night, reflecting the real-world demands of modern farming.

Current state law prohibits certain farm vehicles from driving on Pennsylvania roadways between sunset and sunrise. Senate Bill 203 would allow farmers to operate their vehicles, ranging from small cars to larger trucks, when their work demands it. The vehicles already maintain equipment required by the state to safely operate at night.

Senate Bill 203 was sent to the House of Representatives for consideration.

Mentored Youth Trout Day

From 8:00 a.m. to 7:30 p.m. on Saturday, March 28, anglers age 15 and under can fish with a free permit or reduced‑cost license in waters stocked for trout season. For more information, including stocked trout waters and how to obtain a permit or license, visit here.

Promoting Reading for Lifelong Success

March is National Reading Month – a time to encourage children, families and communities to make reading a daily habit. Studies show childhood reading difficulties often lead to long-term, negative effects throughout life.

Working with our schools to help improve literacy is vital as we help the next generation build a strong educational foundation. As part of the current state budget, we established important evidence-based reading instruction requirements. With a concerted effort, we can dramatically improve students’ chances of success and instill the excitement that comes with fostering a love of reading from a young age.
